Minnesota Public Policy The legislature declares the public policy of this state is to protect children whose health or welfare may be jeopardized through sexual abuse. It is the state policy to report sexual abuse of children in the home, school, and community; Persons Mandated to Report A person who knows or has reason to believe a child is being sexually abused, shall immediately report the information to a welfare agency, police department, or county sheriff, as will: A professional engaged in the practice of social services, child care, education, or employed as a member of the clergy.
